Yes, that’s called a Helicopter Sweep (I practice both BJJ and Judo). You
can do Tomoe Nage in nogi but it’s impractical and rarely effective as you
need double wrist control as a) that’s crazy hard to get on any decent
grappler b) you need some kind of freakish gorilla grip strength c) sweat
and rashguard material means the momentum of the throw would probably cause
the wrist controls to slip off. Sumi Gaeshi is infinitely better for nogi
than Tomoe Nage.

Not really, you need a grip. Look into Sumi Gaeshi which is completely
viable in nogi.
