It is a mixture of Harai goshi and O guruma in the begining. A good Harai
goshi means that only the lateral part of your upper body and hip should
touch your opponent’s stomach.
The man sprawling also has an opportunity to do an analogous throw, but
using the whizzer instead of the underhook. 
Harai Goshi! Not “double Uchi Mata”. Sorry, don’t mean to be a jerk, but
that’s the truth.

No, Harai Goshi is a trip/sweep. Uchi Mata is not a sweep. In the video he uses the Uchi Mata motion from an O Goshi tsukuri; different from Harai Goshi.
The technique is called Harai Goshi.
No he was using the Uchi Mata motion. It's like a combination of O Goshi and Uchi Mata I guess.
