Im confused, he says not to put your head into the loop choke, then he
proceeds to put his head into a position where you can just sit up and wrap
that neck. Does holding the legs like he does make it harder to sit up?

It's extremely hard to get a choke when he lifts his head a bit and pushes it into your chest. Â It's amazing how just a little angle change can make all the difference when it comes to chokes.

As long as you control the arm and maintain heavy pressure with your chest/head, the person on bottom can't sit up and get enough leverage for the loop choke. I think.

Dont put the head on the chest, drive into the front part of the shoulder.
