This is called the grape popper 
I catch this choke fairly often and find that beefier opponents are more
likely to submit to it. I also catch people in it from Kami Shiho
Gatame(north/south), whenever my arms are under my opponents armpits and
they push the hips with extended arms(common escape) you can hook your
elbow under their arm and rotate to the side and land right in this
position.
How effective is this submission?
