I’m a newbie and all, but I’d say the only point in this technique where
you may lose control of you opponent is when you switch from controlling
the head to controlling the leg so that you can pass, but like good
wrestlers, drilling such a technique improves it’s efficiency because it
becomes more natural to do. I use ‘squirmy’ jiujutsu. Basically, I stay out
of trouble for a good while but then I get caught. Every technique has it’s
openings, just like every punch leaves openings in boxing.

that’s like saying this move doesn’t work well against a skilled opponent
and I’ve heard that argument a thousand times. Drill it, get better, and
drill it some more. Oh, and it seems to work for Tozi rather well
