This is Okuri Eri Jime. Kata Ha Jime means that you have a single wing (IE
arm trapped in) choke. It is usually done from the rear.
Isao Okano is a legend. He had an interview that was published by a judo
journal who stated that IJF rules are horrible. He encourages judo
tournaments to include a newaza based component.
Okuri Eri Jime is the sliding Lapel Choke, this variation is perhaps more
like Kata Ha Jime Single Wing Choke
