I see this a lot theres Judo techniques that can be use for JJ but is there
any ground techniques that goes the other way for judo so you can actually
transition to the ground and submit your opponent instead of takedowns and
throws?

you can't pull guard in judo if that's what you're talking about.  the best you can do is "miss" tomoe nage or a variation and follow up in newaza from your back.  or you can always hit a flying armbar or flying triangle  😉
